Pools and Spas
Pools and Recreational Water
Our mission in the Pool Program is to protect the health and safety of the public using pools, spas, wading pools and similar installations in Multnomah County. The rules in Oregon are statewide and apply to all public pools, spas, wading pools etc. These facilities are categorized as “public” pools if they are associated with more than 4 housing units, (including apartments, condo associations, neighborhood associations, etc.), private clubs, fitness clubs, hotels, motels, schools, commercial concerns or parks and recreation departments. The various facilities are delineated as “general use public pool” – where any member of the general public can pay at the door – or as “limited use public pool” – where membership, or member guest status, is required for use.
The Multnomah County Environmental Health office provides the following services within the Pool Program:
- Permitting and inspection of all licensed swimming pools, spas, swim beaches and similar installations.
- Consultation on operational questions and public inquiries
- Complaint investigations on potential disease outbreaks with appropriate responses
- Training for employees operating swimming pools, spas and similar installations.
- Plan reviews, approvals and inspections of all new or remodeled swimming pools, spas or similar installations.
All swimming pools, spas and similar installations are required to submit plans prior to the start of construction or changing any pump, filter, heater or disinfection device. President Bush signed the Virginia Graeme Baker Pool and Spa Safety Act into law in December 2007. The new law will require all public swimming pools provide entrapment protection by December 2008. Please review the Safety act to ensure pool and spa compliance.
Multnomah County Environmental Health Services would like to increase awareness of healthy swimming behaviors which help prevent the spread of recreational water-borne illness (RWIs). Please review this list of healthy swimming behaviors and participate in the prevention of water borne disease

Pool and Spa Operations and Maintenance Training

Anyone responsible for the water quality, record keeping, chemical storage and general upkeep of a public swimming pool or spa in the state of Oregon is encouraged to attend. The training includes pools and spas affiliated with apartments, condos, schools, recreational facilities and travelers’ accommodation.
