Food Borne Illness Database and Manual

What is the Food borne Illness (FBI) Database and Manual?
The database and manual allows Multnomah County Environmental Health Services to quickly respond to food borne illness complaints. We use an integrated practice model that:
  1. Quickly and scientifically determines the risk level and response needed for foodborne illness outbreaks;
  2. Identifies and tracks foodborne illness antecedents so that we are better able to pinpoint cause and effect of food borne illness outbreaks; and
  3. Analyzes foodborne illness trends over time increasing the ability to fully implement the FDA food program standards.
How was the database developed?
Using a 3-year CDC Essential Services Capacity Building grant, we packaged these models into a CD for dissemination at national conferences and also made them available on our website.

The Food Borne Illness Database and Manual CD contains: How does the database work?
  1. A FBI complaint data is entered directly into the database.
  2. The information is analyzed through queries and cross-referencing historical information stored in the database and a secondary, linked inspection database for information correlating to a FBI outbreak.
  3. From the characteristics entered, the computer calculates a score that assesses the likelihood that a FBI outbreak occurred. Any complaint that scores 6+ is referred for investigation.
A sample Food Borne Illness Complaint Flow Chart gives an example of how the database works. Please keep in mind that the steps illustrated in the flow chart reflect an abbreviated version of what actually occurs during an FBI investigation. Throughout the steps identified, staff engage in ongoing discussions to evaluate data obtained and to coordinate appropriate response.

What is contained in the manual?
The manual details how the FBI database is used, and how the Multnomah County Health Department will investigate and respond to food borne illness outbreaks within its jurisdictions.

How was the database funded?
In 2003, MCEH applied for and was awarded a $5,000 FDA grant to develop and implement an innovative FBI database that allows us to identify FBI antecedents so that we are better able to pinpoint cause and effect of FBI outbreaks.
